New EPRS
To obtain a Contractor login ID, complete and submit form 2451,
found here:
http://www.txdot.gov/txdoteforms/GetForm?formName=/2451.
This form must be signed by the person requesting the login ID and a
person authorized to grant the requestor authority to sign documents
on behalf of the contracting company.

You may still receive a renewal notice in the future that your digital certificate is close to expiring.
If you use the certificate for EPRS only, just ignore the renewal email. If you also use your certificate
for EBS (Electronic Bidding System), you must renew it to continue using the EBS site.

No More Certificates - Digital certificates will no longer be required for EPRS.
Each user will instead have an account with a username and password. This also means that you will no longer have to
download and then reupload a file that you created using the form on the EPRS site!

User Accounts -
EPRS users will have a TxDOT account that they will use to login to EPRS. There is one down side to this; the password
will have to be changed every 90 days. This is a TxDOT information security policy that we must follow.
But changing your password will be simple using the self-service links available on the new EPRS website.

New Look and Feel -
EPRS is getting a much needed style upgrade. The new layout will be easier to use and maintain.
This page is an example of what the "shell" of the new EPRS site will look like.

No Work Performed Until Further Notice -
The old "no work performed until further notice" payroll type is misleading and does not actually
negate the need to submit a weekly NWP payroll. In the new EPRS you can choose NWP for a duration instead of just for the week.
You can stop, start, change the duration, and add payrolls at any time.

Upload Multiple Payrolls-
The new site will allow you to upload and submit up to five payroll files at one time.
The payrolls can be for different CSJ's and even for different contractors. This will help speed up your
payroll submissions since you won't have to repetitively go through the upload process for each payroll.

The single biggest reason for the change is digital certificates. Digital certificates are expensive in terms of money
and in terms of the technical support that TxDOT has to provide. In addition, the legal definition of electronic signatures
has matured. The United States Department of Labor has agreed that the act of logging in with a username and password and
acknowledging a legal statement is considered a valid electronic signature.
Also, the old EPRS site is difficult to maintain. The new design will make it much easier for us to update and add features.
